Texas is at a crossroads—and uniquely positioned to lead the nation in carbon management, an emerging industry that could attract up to an estimated $150 billion in investment by 2050. No other state has this combination: the nation's largest CO2 pipeline network, massive geological storage capacity, an energy workforce ready to scale, and industrial clusters already positioned for carbon capture integration.
The Texas Carbon Management Roadmap, developed by the Great Plains Institute with support from the Cynthia and George Mitchell Foundation, was released on January 7, 2026. It charts how Texas can deploy carbon management technologies responsibly while sustaining economic growth, protecting public health, and supporting the state's energy workforce.
Drawing on input from nearly 100 stakeholders—industry leaders, policymakers, environmental advocates, community organizations, labor, and technical experts—the Roadmap outlines practical, near-term actions across permitting, regulatory readiness, workforce development, community engagement, and infrastructure planning. It's a starting point for coordinated action as Texas prepares to lead.
